What can you expect in these situations?

Mandatory quarantine will claim 14 days and then when will they play? You have to follow the SOP for covid19 to prevent further excalation.

If the other teams can undergo the 14 day quarantine, then what is the problem with the Indian team? Both West Indies and Pakistan teams underwent quarantine after reaching England. Laws remain same for everyone and the BCCI can't claim that they are special and they should be given the exception. The best thing to do is to include more matches, so that the time wasted as a result of quarantine is justified.

Looks like another series might get postponed to 2021.

https://www.google.com/amp/s/m.timesofindia.com/sports/cricket/news/14-day-quarantine-puts-india-australia-t20i-series-under-scanner/amp_articleshow/77124390.cms

COVID-19 continues to wreak havoc. It still seems that there is a strong possibility of the series happening this year based on what I read, but the 14 day quarantine makes sense overall.

I read somewhere that broadcaster want to cover Diwali slot (14 Nov) as well, can't find report and BCCI want to conclude IPL season soon (7th Nov) due to Ind-Aus series ( Reasons : mandatory 14- days quarantine, practice games etc).
What is diwali slot, there is nothing going on during this period and that will continue till November as well.

Diwali - One of the most popular festivals of Hinduism.

So basically broadcaster wants to cover Diwali week for more revenue.

WE WANT TO MAKE IPL FOR THE WEEK OF DIWALI FOR MORE PROFIT, WHILE BCCI FOCUS ON AUSTRALIA TOUR

Quote
There is still suspense regarding the Indian Premier League (IPL). Meanwhile, the Board of Control for Cricket in India (BCCI) has prepared a possible roadmap keeping the November-December tour of Australia in mind. According to sources, the board has prepared a possible schedule for the IPL from September 26 to November 8. However, some broadcasters are not happy with this, including Star India. They want to take the IPL to the upcoming Diwali on November 14 for profit.

Broadcasters want to earn more profits in Diwali week

If sources are to be believed, the broadcaster wants to earn more profits through advertising during the week of Star Diwali. That is why they want the BCCI to take this schedule by the second or third week of November. Those opposing the schedule say that most of the matches in the IPL this time will be in the afternoon, which will affect the ratings.

Star expected to earn Rs 3300 crore from Ed this year
Star has bought the broadcasting rights of the IPL for 5 years for Rs 16,347.5 crore. 55 crores for a match i.e. 23.3 lakhs per ball. Star is expected to generate 3300 crore TV, digital ad revenue from the IPL this year. He has already sold 90% of the ad slots.

The gold issue is under investigation and it nowhere related to cricket. I do not think that will be a problem as Indian government has good relations with UAE.

The proposed ODI will get cancelled as all other series have been in the past by BCCI.

The BCCI is planning to conduct the ODI series (against South Africa) in the UAE right after the IPL. They need the government permission for that. As I said earlier, I have suspicion that the Indian government may be a bit skeptical about allowing the Indian national team to play at Sharjah, but then the prospect of earning good amounts of tax revenue should swing their decision.

Sharjah is known for all the wrong things that happened in the past in Indian cricket. IPL being very lucrative can attract again those controversies. The onus will be on BCCI and the government will blame BCCI for any wrong doing. Why will then the government stop the tournament.

Of course money is main reason that is why BCCI has decided to conduct the tournament in UAE and that will be the same reason why government will allow it.

It is better to not watch it in my opinion since the interest level would be really low especially without the audience, cheer-leaders etc as you mentioned. Fireworks are a big part of the appeal surrounding IPL.
The aesthetic appeal of a big event will be compromised without a doubt and i can see that while watching premier league and other soccer leagues and for IPL the audience level and the extravaganza was the big appeal to attract television audience around the globe and in a situation like this we do not have nothing much going on in our life to watch and viewership ratings of any sporting events are high and it can help them in that aspect.

Don't get your hopes high too soon. The BCCI still needs permission from the government to conduct the tournament in UAE.

The Indian Premier League (IPL) governing council chairman Brijesh Patel on Tuesday confirmed that the 2020 edition of the tournament is shifting to the United Arab Emirates (UAE) and the BCCI has requested the government of India for an approval on the same. TOI understands that the Emirates Cricket Board (ECB) hasn't been "officially" notified on the matter yet as the said official letter is pending. A governing council meeting of the IPL is expected on July 24, following which an air of finality can prevail.

As long as the Indian government sits on the approval, there will be no surety. I understand that there is a recent controversy surrounding UAE, related to gold smuggling to India using diplomatic channels. So there is a real chance that the government will refuse the permission.

Another issue is the proposed ODI series between India and South Africa, immediately after the IPL. The government approval is needed for this as well.

It seems today must be the bigger day for all T20 lovers as there are some unofficial statements about the possibilities of having IPL's this year edition (13th edition if I am not mistaken) in UAE. After the 2020's T20I world cup was postponed, the chances for IPL is rising up but we need to wait until BCCI declares about the confirmation of the same.
You guys don't seem to understand the current COVID situation in India. The cases are rising like crazy there everyday and any country would be hesitant to allow Indian citizens since the chances of the virus affecting them are high which is why I doubt UAE would grant permission easily.

The specialty this time around will be there will be no audience and no cheer girls or the party mood and the extravaganza of the big event will be lost with all the restrictions.

I remember there were previously one edition was played in UAE and some Australian players were dominating completely as they were adopting the conditions more easily whereas the usual IPL dominant team like CSK were not competing up to the level how they do play while playing in India. That editions' UAE leg was complete different from India leg in terms of few players' performances. If this year edition will be fully to be played in UAE then I guess it would be a complete different IPL than its all previous editions.
I do not remember any IPL conducted in the UAE earlier but i remember one time they shifted the tournament to South Africa and i do remember that tournament because that was the first time i saw most of the matches live and came to know about the level of competition. He was facing 2 year ban but ICC reduced his ban to 1 year and he should be available to intl cricket from Oct 2020 so there is some chance.
Hopefully he has maintained his fitness during these time so that it will be easier for him to resume cricket once the ban is lifted, if not it is a struggle to resume anything in life if you are not doing anything for a year.

Shakib is banned so he can't play any domestic or international league. Just hoping it will happen becoz Cricket World Cup also got cancelled.
Since his ban will be over by that time he is lucky enough to play the T20 world which is postponed to next year.

All set and IPL is ready to go in around Sep-Nov in UAE. They are asking Gov permission, Plus broadcaster and BCCI arguing over schedule, dates. Stay tune for details..
The broadcasters will have a problem with the scheduling, may be they are not planning to give out the amount that is offered earlier, we have seen these sort of issues with Series A broadcasting where they were not willing to pay the full amount to the clubs citing schedules.

Shakib (Ban) should join as well, no reports yet tho.
Sri Lankan board recently denied NOC to players for CPL, so situation is not clear.
What is the situation with shakib al hasan will the ban be over by that time. When it comes to IPL the Sri Lankan cricket board might give the NOC as they might not be interested in having any battles with the BCCI.

I only have one question will international players also play? or only domestic players will be part of IPL 2020.

Australian + South African + New Zealander + Afghani + Windies players are coming for sure.

If English players are free then they might join as well (Ben stokes + Buttler + Bairstow are confirmed due to their good relations with their franchise)

Edit

IPL 2020 set to be played in UAE

I do not think there would be any issue in getting government clearance. I only have one question will international players also play? or only domestic players will be part of IPL 2020.
