In the aspect of Manchester City and Liverpool, City has been doing more better than Liverpool, especially these past two seasons where Liverpool has failed to be consistent notably last season where they're like the best team to win the EPL and possibly get the Europa league also but shockingly fell off in both, I don't know what this season in the Champions league holds for them, they make it to the quarter or semi finals, depending how consistent they are and how severe the injury crisis they may suffer this season.
Yes, that is something that has been happening to them from time to time, many of the friends that we play soccer with sometimes think that they have bad luck, they reduce all that to that conclusion, and if we look at it, well, it has its quick and easy logic, it may be that they have bad luck, but on the technical aspect I think that the players are affected by the pressure and the tiredness , many players have to make great efforts to perform in the games and the training sessions are not easy at all , that is something that they have to see and that I think is one of the reasons why they can have that performance, it is difficult to maintain the level as they advance more.
But at times luck does play a role. Sometimes luck is the decisive factor whether a team makes it into the final or not. In sports luck can play such a big role in the knockout rounds because if you get incredibly lucky in the round of 16, you would have never reached the final afterwards and maybe not won the trophy. That is why it is good that there is the VAR because I remember quite some time ago when Real Madrid eliminated Bayern with I think two very obvious offside goals. One of them has been so obvious and Real Madrid may have not reached the next round because of it, but the referees didn't see it. Or imagine a team gets a penalty awarded against them in the fifth minute of extra time and the shooter slips away with his feet or something. There are other very nuanced things that can decide over win or loss.
This is not to say that I don't believe in skill. I do believe in skill and how it impacts the outcome, but I am not of the opinion that it is always the best team that wins the title. There have been some incredible seasons when somehow a team made its way through while nobody could believe what is going on. The Champions League is a competition where the smallest details count and that can be quality or luck.
In the domestic leagues it is of course different as there are 34 or 38 games to go and luck pretty much evens out in most situations. Football isn't like chess where you can often pin down the problem on one specific move. In football you have goals after corners, free kick goals, you have shots from a distance that a player takes 10 times and hits it once, you have referee decisions that can go in favor or against you, you have questionable penalties that usually don't decide who wins a league title, but can definitely impact the outcome in a Champions League quarterfinal in a decisive manner.
