The rule you are referring to says that you can't post your pool in OTHER people's threads if they're not asking for it (a.k.a. advertise). Creating a thread about ypur pool in the appropriate board is allowed.

If it's a Bitcoin pool, you can post it in the Pools board (https://bitcointalk.org/index.php?board=41.0) and if it's an altcoin pool you can post it in the Mining (Altcoins) board (https://bitcointalk.org/index.php?board=160.0).

Hello I am new to the Forum, and have been in Bitcoin for 1 year now. A friend and I are starting a Pool that is up to 34 workers and 26THs, but I saw that listing Pools is a no no. The pool is 0% fees and I was wanting to know how to get the word out if I can not list it on This forum. I would understand I could only post it once or twice in the appropriate location on the forum. Is there a way for me to tell people about this pool with out breaking the rules. Thanks in advance for all your help. And to the moon we goooooooooo!!!! Cheesy

The german version is fully translated.

Regarding the IPs, if there was an IP ban issued, usually both the IP and the account get banned. When an IP gets banned, it gains "units of evil". I'll quote that part from the FAQ:

Trust system is not moderated. You can give positive or negative trust, there's no problem as long as you don't spam trust system. In this case you should write why they didn't pay you in a post and add that messages link for Reference.
