I think the best way to buy an altcoin is during the projects ico. Because you can have some of their bonuses and benefits and by that you can earn additional profits for your future investments.
Before buying., I think it's good if we pick the worthy coins and indeed quality also can be trusted that will indeed bringing profit, not a loss in another time because it is not worth in another day. From my view., nowadays more people are engaged in exchange for trading/investing, especially in my place

It fully depends on the stage of the market. As for now there would be much better to wait till their deep and buy from exchanges. I think that the most of alts will get their bottom after BTC suddenly grows and it will be the best time to pick them up.
But on the up-trend of course it will be much better to buy them during their ICO's, especially if the project is really good and technically strong one.
In my opinion the best time to buy tokens is when they go to the stock exchange, because lately they usually cost less than ICO!

If this questions were asked during the 2017 i would have gone for ICO, but this period we are now it is very difficult to know when to buy because buying at ICO still get dip when it definitely gets to exchange and when even the dip gets dipper.
