There should be sanctions, I read that SEC from America is prosecuting those scam ICO but investors should also stop investing in the pump and dump ICO if people can easily be traced fraud ICO funding will stop and these developers will stop launching pump and dump and coins.

The hype of the ICOs are based on the investors, if the investors are wise enough to figured out what is a scam and legit ICOs then that is the end of the hype of the ICO. And I must say the hype of ICOs gonna be ending soon when there are law. We must initiate a law to stop this non-stop scam on ICO space. If this happens then only the real ang legit projects will be conducting ICO.
