let's be honest here, I would still gamble, and the majority of gamblers will do the same, especially addicts, I would ignore that law but I have to be careful, I gble with just what I can afford do I know it's not harming me, but if things were too tight and the government started taking serious actions I might avoid it and stop gambling.
It would be indeed difficult for gambling addicts to stop gambling if the government puts a law against gambling. The only way these people will stop if a few of them are being punished for gambling and the rest will get some lessons from it. Caught some gamblers, give them severe punishment and this will create fear in the mind of gamblers and then people may not access gambling. That's the only way i see to have a control on gambling.
