I think this implements the changes recommended by the Monero Research Lab in MRL-0004

Does this also deal with the second hard fork in MRL-0004 to require a minimum mixin of 4 after 2 years?

It doesn't right now. The plan is to feature freeze the forks six months in advance (I think there is a thread on this at the getmonero forum). There are certainly other important features that will need to be forked in like multisig and others, so there will be more forks (unless development stops of course, but let's face it, if that happens the coin is in pretty big trouble).

is there allready a date for the fork? will it happen together with the 0.9 release?

The code will be included in the 0.9 release. The details of the exact process/schedule for activating the fork are still being worked out but it will be some sort of process with advance notice and looking for a minimum fraction of hash rate on the network being upgraded.

can somone give any news on how it wil play out in detail? will there be a "smooth" hardfork like you planned where old blocks wont get rejected immediately?

What do you think about https://forum.bitcoin.com? They opened Altcoins subforum and there are Ripple, Ethereum, Litecoin, Dogecoin subforums for discussion. I think if we want Roger Ver will open Monero subforum too.
I like Monero discussion here but another option would be good too. They will probably get different userbase. We should tell about Monero to newbies.
