ICOs and IEOs are two models of fund raising.
It is not necessary for projects to raise funds via IEOs only. Only good thing with it is that investors gain some confidence on project to invest if IEO is on top exchanges.
At the other hand, IEOs cost lot to projects.
If sufficient transparency is maintained with community and investors, ICOs are really good.

We heard the news of IEO to be in place of ICO in order to curb the high rate of failure and scams in the development of altcoins projects in this year 2019. My surprise is that I still see series of projects claiming to be in ICOs. Doesn't that make them scam as we have seen in the same scenarios in the past?

If it is, I wonder why people still invest whether their time or monies in such projects which have high risk of loss or being scammed.
Because people are trusting and believe that investing money in such projects, they can quickly get rich.

because IEO is depend what exchange u choose, also IEO have many many rules from the exchange it self.
so, some project still using traditional method, but after the project succesfully from ico , its doesn't mean they cant creating IEO after.
as we know , Recently Harmony has created new IEO on binance after ICO ended,i just think binance can see that project has have some criteria,
so they put it in on their market.
also another succes from ico came from Tokoin,when they succesfully on private sale , they continue creating IEO on kucoin.
so the point, ICO still profitable after all , as long u choose carefuly.

I think ICO still legit but it's more difficult to choose good ICO. Many people still believe in ICO project but depends on project or the team behind project, their have own reason to invest in ICO project.

There are still LEGIT ICO's at this moment but because of the scams that happened in the past years, there are always question regarding this ICO's. Not all ICO's are scams but it is very hard to find a legit one as they are mixed with those scam ICO's. The best thing to do is to have a basis whether you will invest on that ICO or not. Having a basis will help you not getting scammed on it. Its better too if you will invest in an IEO instead of an ICO because it has a higher chance of success.

I believe the legitimacy of an ICO depends on the team that is running it.  It may be a legit or a scam project but if you are saying if it is obsolete or not depends on the marketing team of the said project.  How well they organize their team, their marketing moves, and advertisement.  Majority of these ICO are half-baked, in a sense that they rush things.  They launch a marketing campaign without understanding the needed aspects for their project to be successful.  Both ICO, IEO,STO and any form of fund raising depends on their marketing strategy and influence (the people behind the project) to be able to be successful.

People invest to gain money, that is the simple answer.  STO, IEO also have the same possibility that the project is a scam and yet people still invest on it.

In addition to ICO, IEO can be considered a safe solution for all investors, but there will be a lot of risks if you are not careful because IEO is just an improved version of the ICO.

I doubt that IEO is a safe solution for all investors.  If you understand how IEO works, there are lots of IEO projects that failed too.  Aside from that, those who did their IEO on a "reputable" exchange are heavily manipulated by the exchange itself.  See pumps and dumps of these IEO in this video :https://www.youtube.com/watch?v=PsrVRIY4jhM

Actually ICO are still legit up to this day but most of the token investors now are looking for the best way to not get scam that's why investors are much prefer the IEO which they can buy the token in the exchange.
According to the latest statistics, ICO projects are not trusted by investors this year because the investment may take a lot of time and your chances of making money. I usually do not participate in ICO projects because the high risk is the main reason that makes me unhappy. In addition to ICO, IEO can be considered a safe solution for all investors, but there will be a lot of risks if you are not careful because IEO is just an improved version of the ICO.

What we have to understand is that not all projects in ICO are scams, people who still believe and invest in the ICO project certainly analyze it first, because they also don't want to lose their money.
indeed not all ICO projects are scams, but it is very difficult to find good projects among many ICO projects. that is why many people conclude that the ICO project is a scam.

now many investors are turning to IEO, but it looks like IEO is also starting to look like ICO. some IEO projects also look like project scams, we can't be careless in investing. ICO or IEO now have the same risk.

There's still ICO project out there that intends to provide good service, though it's no longer much popular due to  a lots of scamming issues but still if you are patient enough you'll be able to catch the right one that will provide good outcome, it's a matter how deep will you go and how you take the risk and continue to work things out to your favor. Trends changes from time to time and in regards to most investors, IEO's can provide much better outcome due to it's already sure listing and no longer need to wait for another time frame to see the results.

It's not that ICOs are scams in general. But there are still going to be ICOs that are going to perform well and not going to scam people. Not even IEOs can guarantee you a good amount of money just because it is already in the exchange site.

I would rather look for IEOs listed on Binance or Huobi. They ensure the legitimacy of the project.
Currently no upcoming IEOs are on Binance, but you can follow the page: https://launchpad.binance.com/ to be first informed, it is important because Binance requires buying some tickets with BNB to participate in token sales.

There is no argument that the term ICO is now synonymous with scams, frauds and failures that is why many new projects are already avoiding this term like  bad bacteria. We now prefer IEOs or something that is being introduced via the cryptocurrency exchanges. However, there is still no guarantee here as anything can happen especially if the exchanges are not really doing their vetting job and just accepting applicants based on how much they can pay for the listing. I am wishing that the industry itself will be doing something like a self-regulation to contain the coming in of many scams which can victimize many innocent people and can damage the image and reputation of the whole industry.

Projects that do their crowdfunding via ICO's are high risk, it's been proven, but there are two sides of the coin, the project may be legit and they don't have enough funds to do IEO to list their coins, and some projects do ICO because they see some investors still doing it and these  are scam projects, still trying to victimize people.

I think it’s only a few of them ! The reigning crowd funding model now is IEO and people are participating because it has a guarantee that the tokens will be listed on the exchange for trading ! This is why investors prefer IEO to ICO and it also reduce scam rate !

Many projects and scams make us have to be selective, I'm sure the market will soon recover and will have a positive impact on ICOs, of course choosing ICO supported by a solid team is very important to avoid scam projects.

I think only a few ICOs are still legitimate, because maybe at this time they have lost to IEO, there are many investors who prefer to participate in IEO. ICO method according to some investors is not very profitable so many people leave ICO projects.

Some of the current ICO investors are just newbies who saw examples of ICO's yielding huge returns in the past, and now they think it can happen again, so they keep investing in more and more ICO's. Others understand that it's probably a scam, but they hope for a random pump to take their profits. Bounty hunters spend their time on ICO's because they have nothing left to do.

But if an ICO gets investments, it doesn't necessarily mean that those investments are real, people who run ICO's can easily just sell coins to themselves, in order to make it look like their ICO is hot, so they can lure more investors. Maybe ICO's have been actually dead for a long time already and what we have now is just zombie projects with fake everything.

There are lot of IEO that are scam too that after their IEO schedules their coin will suddenly dump and the project facilitators will going to just disappear leaving their holders to lose their money because their coin have no value anymore. IEO and ICO are all the same investment but just different platform that could be a scam.
Agree, even the IEO was held at the exchangers who said that the trade volume and demand was small
and for ICO there are still a number of projects that indeed hold ICOs and of course in my opinion it can still be said to be legit
