Given the recent market behavior it is hard to tell if an ICO is scam or not. I have personally been involved in a handful of ICO scams and truth is you wouldn't know at the onset if they were scam or not. My advice is to just take your time and devote it to extensive research before actually investing.

The purpose of having an ICO is to raised the capital needed for the business, but it does not mean that we can call them a fraud, even though we experienced a lot of fraud projects before, i am still participating some good ICO this time, and i could say, it depends on us on how we judge them, but for me, i am just careful enough of which projects i am investing.

sure there are still so many good icos and ieos out there, even of recent some gave investors good profit, but on this space, it feels like a lucky guess, no one is really sure of what project will be very successful. But the fact is some projects are still worth it and have use case and functionality

There are very few ones but they are getting attention once again. ICO may not be legit but if the question is the coin offerings then IEO seems to be popular once again. If you look at how much they are getting funded once again you will realize that the bad part of ICO has ended and the coin offerings are once again getting money.

There was one IEO in binance for a while that literally got funded 100 million dollars in couple hours, not even days which means the demand for new coins are still there. Don't get me wrong coins might be horrible coins and they might not end up being anything at all however the reality is that people want to fund those and get cheap coins and then sell it as soon as they hit the exchange so they can make profit, they are not after anything else.

We heard the news of IEO to be in place of ICO in order to curb the high rate of failure and scams in the development of altcoins projects in this year 2019. My surprise is that I still see series of projects claiming to be in ICOs. Doesn't that make them scam as we have seen in the same scenarios in the past?

If it is, I wonder why people still invest whether their time or monies in such projects which have high risk of loss or being scammed.
it is difficult to find a legitimate ICO, and it is better to avoid all ICOs because in 2018 90% of ICO projects are scams or fail and shit projects.
some might keep investing but I guess it's just a waste of time and money, and maybe he doesn't understand the project.

ICO's will always be legit but the question here is the team behind that project will really do what their project says? Most ICO's these days are difficult to trust. They do an ICO then after that exchange listing takes very long amd they have many excuses why it was delayed until their token has no worth. ICO's way back 2017 are really good, some of them are still alive now and continues to develop their project. Their exchange listing also only took some weeks unlike today.

Some ICO are still very much legit. ICO would have been far better than IEO if not for some unholy team who scam investors. Most times for IEO, the team will need to pay huge cost in getting it conducted on exchanges, and some exchanges may even scam team. we have just very few legit ICO.

there is still a legitimate ICO, now I think maybe it should be more selective in choosing potential ico because right now if we think ICO is one of the best places to get a lot of profit. so I think maybe right now ICO must be chosen selectively to avoid scams

yes of course we must be more selective in choosing an ico project, take time before making a decision. In addition, I am still convinced that there are legitimate ico projects but the problem is that it is difficult to find such a project and it cannot be denied that scamers always have a loophole to deceive project investors.

ICO's are still legit and legal. But the popularity in them is decreasing due to frequent scams.
People now are choosing IEO's, IDO's and STO's because they are more secure.
People are not choosing STO and IDO. You can try to create a chart about how much STO was getting failed to touch its softcap in this year and many STOs have been failed to do that.
IDOs is not yet popular and only one exchange used that system and it's not eligible to be counted as a popular way to get fundraising among the investors.
IEO is a way that eligible to call that as legit way considers with the backed of exchange sites and that makes it much better to give guarantee to the anybody who interested to participate in.

I don't know why people still invest in ICO, maybe their have a different opinion about a project. For me ICO is not legit anymore because many project is scam and too high risk lose money in ICO.
I think there are still legit ico, even though the amount is small. but remember we must be careful to choose it, I recommend investing in an ico that is legal. but I personally prefer to follow trends. like now, where IEO is flying, and we should participate in IEO, because it has the opportunity to get more profit

As long as IEO gets more and more traction, 

They will surely get because of the change of trends now, there's no more successful ICO that I know but there's a lot of success IEO this year.

I don't understand why any serious project will raise an ICO, except if they want to steal investors' money.

But they cannot steal investor's money now, investors are wiser and they will choose to risk their money in IEO over ICO.
Even if there are teams who will run a legit ICO but the big question is, will it become successful?
With the trend now, I believe it will not be successful and even if they raise money, they will just run our of resources in the long run when no one is attracted to invest in their project.

IEO offers a lot of advantages and transparency. Why would anyone risk to buy from ICO after all what happened in last 2 years with these programs?

The market has many different types of investors, there are people who still believe in ICOs and go against the trend, of course they have to take big risks to do that.
but there are still many good ICO projects still exist, such as Tokoin, a combination of ICO and IEO, Hedera is selling very successful ICOs and creating a lot of private sales for many groups.
The important thing is whether the project is really good or not, ICO is just a way to raise capital.

Do you expect a scammer to ever give up, they will never give up because they know they will always find some gullible investors, although they might not be collecting as much as they use to get because, but to think of it, I do not really think every ICO that you see are scam, because of the high listing fee of IEO, and you know that you have to pay first, which means you must have money before the project can be publicly shared, while ICO does not require that, so they would also still want to bet their luck on ICO first, and if they can make it on it, they proceed to using IEO to complete it, so you will still find both Legit and Illegal ICO, we just need to watch it that we only do with those who are legit so that we can protect our money from slipping off to scammer’s hand.

What do you mean legit? As in legal? As in regulated? None of them were regulated back in 2017. Scam? Many are but many are still existing and are not a scam. However all are underwater for the investor.
