i think bountyhunters are the major promoters of the project to create awareness about the project among the people or investors. if they do not do the bounties than project will not completely successful. however exceptions are always there. so there will be no use of bounties without the bountyhunters.

It took me 5 minutes to understand what you're trying to say here, and it looks like you're asking about whether can ICOs (not bounties) would succeed without their so-called bounty hunters or signature wearers that advertise their project throughout the forum.
For your short answer, yes.
Long answer is that they don't need these signature in order for them to get investors, pretty much referrals would do slowly. Media will help them also, through news and articles. It is up to their own marketing strategy on how would they promote their projects.
