During ICO prices usually are lower so you have better opportunity to get profit. But I would better buy right after it to see the market.
The market would set the price even those hype ico when they hit exchanges the price is below ico price no one can predict that.
I think if the price is below ico price, it's because bitcoin price still at the low price so every coin will adjust their price too but if bitcoin price increases, I am sure the ico price will increase too. we have to see the ico price is increase at the first day in the market but after a few hours later, the price reduces and gets down too deep without any chance to increase again for a while and will stay at the bottom and waiting bitcoin price makes a good movement.

It is obviously better to buy tokens/coins during the ICO due to the low or discounted price. The risk here though is that there is no certainty if the ICO will be a success or if it will turn out to be a scam. But only those who will take the risk shall earn profit. Now when these tokens have been accepted in the exchanges and starts gaining activity in the market, the token will gain value and the price will be higher. Purchases through exchanges are higher but you are more secured in terms of gaining profit. This is situational though depending on the coin/token. So nothing is definite. #Datarius
It's difficult to say when is the best time to purchase the tokens but if the project requires a KYC verification. It would be better to wait and buy the tokens off of an exchange.

It depends on how the market turns. Now I think it's better buy at market, all the ICO in December/January went live in the market at less price than the ICO's. Only Universa get x4-x5 and Credits x6-x7.
Last year it was convenient to buy in ICO cause ETH has grown a lot.
Actually it really depends on the market people would set the price and sometimes hype project is more predictable just look at electroneum.
They have pros and cons so you have to use your knowledge to judge what it is best for a particular coin, many coins can be had for a cheaper price after the ico but there are also many other coins that skyrocket immediately so you will need to apply your criteria.
Of course it's better to buy in ICO tk there is much cheaper and there are different bonuses from 5 to 50% discount! This gives an advantage

I think both there are no general rules when buying, there were instances especially when the project is good that bounty hunters will prefer to hold or sell at a much higher price and besides the Ico offer up to 405 bonus as an early bird to their ICO. #Datarius

For me as a trader and investor , its better to buy during the ICO , and if the price is also good to buy and the project has a good potential to growth in the future. And as long as the ICO is active and also the community. And buying in ICO is better because they are giving bonuses to their investors.
I always prefer to buy the tokens at ICO because the price is lower than when the tokens are sold in the market. However, with the market down, this strategy is no longer valid
if you can get into that pre/private sale that's massive bonuses, i think it's better just buy at the market price when coming to listings. yeah you know the dumpers of bounty will come.
