Simply the reason is just because there's no guarantee that ICO project could make it release on the market so they will prefer to buy coins if it's have been in the market. Yet, as they get the coin they will immediately sell this because in instant it could go down unlike famous coin like ETH, BTC and etc.

Both have their advantages and disadvantages.
If the project is really great, you will probably get cheaper coins during ICO.
Investing in ICO has its own problem. It might not hit an exchange or you may end up investing in a scam project.
Coins on the exchange might have multiply in price from their ico price but it is safer.

I think that catch here is not whether the cryptocurrency is cheaper during ICO or not, in comparison to the market. We all know the reason why ICO's are low costs. The catch here is whether the project is a very good one, feasible and has a future. A good profit and investment happens exactly during the time when price is still low, not when price is already stable.
