Its a good time because the price is a the dip and you don't get any good chance like this. You able to get them in cheap and wait for weeks and then sell the for short term profit.
I've been searching for ICOs for a few days and there seems to be many cases of scams and hacks which kinda scares me. Obviously, there is no 100% certainty which is going to be a successful one but is there any way to identify which ones are at least going in the right direction? The first one I looked at was Mossland's Whitepaper and they seemed good with solid community. Or should I just buy BTC or ETH? Any suggestions and ideas would be very helpful!

In my opinion ICO is a good chance to earn some money, it is usually more profitable than just holding. I would sent like 10% of your deposit on investing in ICOs which you really like - different ICO ratings can help you with it, but you need to have your own opinion, too.

Time is good when you can find the good project. I am looking at rating platforms regularly not to miss something good. I recommend to look at www.icoguide.com they have realistic rates.
I do not think the time now is good to invest in ICO. As the crypto market grows, so are the fake projects. This is a good opportunity for the bad guys to make a profit from scamming people.

I think the best you can do is just to buy Bitcoin or Ether now that the price has dipped so that on reversal you make your profits though you need to be patient while the price rally back. Buying into ICO now is like taking leap in the dark.

Why I like ICOs so much? Basically it's a free money. You put some ethereum into it, wait few months and get a solid 30-150% profit for doing nothing. The risk is pretty small if you research well and only stick with top ICOs and avoid small town scams with shady actors.
