Well, I added the second (type 2) flag here:  https://bitcointalk.org/index.php?action=trust;flag=621 but it is only showing the original "type 1" flag.  I then tried to enter it again and it said the flag was added, but it's not.  

Maybe because it needs support? Or maybe only 1 flag is permitted at a time?

Or maybe due to this: sandy-is-fine alleges: Axez D. Nyde violated a casual or implied agreement, resulting in damages, in the specific act referenced here. Axez D. Nyde did not make the victims of this act roughly whole, AND it is not the case that all of the victims forgave the act. It is not grossly inaccurate to say that the act occurred around August 2019. No previously-created flag covers this same act, unless the flag was created with inaccurate data preventing its acceptance.

And I think you can create two types of flag if you want to but not the same
Correct:
These limits are in place:
 - Per 180 days, you can only give 1 flag of each type to a given user. So you can't give someone multiple written-contract-violation flags in 180 days, for example.
 - Globally, per year you can only create 1 flag per activity point you have, but at least 1/year.

Is there a way to change from a "type 1" to a "type 2" flag?  Or have both especially if both are true?
You can not change one type to another.

And I think you can create two types of flag if you want to but not the same (I have a little doubt)

I always find it hard to identify a type 2 and type 3 flag.
It took me a while too, I had to identify them for my Trust Flag viewer. Normally I would refer you to my site for the exact type of each flag, but it's still uploading data (currently 75% to go).

While watching the Livecoin campaign disaster go down I looked into some of the other exchanges others were mentioning as also having shady ToS/business structure which led me to the tradesatoshi exchange topic. The user zyrenth appears to be high up at tradesatoshi and was last active ~12 hours from this post. This user was singled out in the OP of the thread linked which is what led me to look at their profile.

However, another member just pointed out that the scammer is breaking the rules. So the thread is likely to get deleted... Am I really going to have to open up a scam accusation thread and every petty offense that I come across?

I prefer creating my own thread and this way chances of altering the topic/post contents are less.

The user used referral link so most likely the topic will be deleted if anyone report it.

I had figured that if I quote the op and flag it, that would be sufficient to support the flag.(I quoted it so the OP would not be able to modify his post and get rid of the evidence.)
 However, another member just pointed out that the scammer is breaking the rules. So the thread is likely to get deleted... Am I really going to have to open up a scam accusation thread and every petty offense that I come across?
