The best time to buy BTC is when the market is gloomy, because it's most likely to rise again. BTC is a volatile currency and its always better to go with a long or medium term hold in order to really benefit from the market.
As per my suggestion, I personally Believe you should take a deep breathe and think for a second that how the BTC and market are working in a practical graph then you might realize that it is Risky to invest at this point of time. I say you should see the Bitcoin market statistics for quite some time and make sure it is holding in a stable state so that the risky chances would be low. Then you can think further to invest in BTC.
