So far both teams are performing below expectations + Arsenal has problems with player injuries + the teams' motivation is unclear (Milan's is definitely higher since Arsenal already has 7 points, while Milan only has 3).
The game looks random and I don't see any point in betting money here. BTTS might be a reasonable choice, but I'm sure the odds will be unfavorable.

I know that Liverpool is extraordinary this season with the help of Flick, but that doesn't mean that you should use the performance of a club in their domestic league to draw your conclusions in UCL matches. Yes, it is true that Bayer Leverkusen's current performance is a bit weaker than last season. Last season this team played well against every team even they went undefeated in Bundesliga all season. However, they have been performing well in the Bundesliga and UEFA Champions League so far this season, but their number of wins has been very low.

Liverpool are as strong as ever at home and their performances this season have been excellent. Liverpool have played three matches in the UEFA Champions League so far, winning three of them. They even won seven match out of nine Premier League matches and drew two. Every team participating in the Champions League is strong and they can win the match anytime with their best performance. Based on the current performance, Liverpool will enter the field as favorites in the upcoming match between Liverpool and Bayer Leverkusen.

I would say Leverkusen isn't as good as last season, so it wouldn't really be that terrible for Liverpool at the moment, I am not saying we are going to end up with anything terrible at the moment, but this can't be that great neither. Looking at the way Arsenal played Liverpool last night,  it can easily be deduced that when you have a solid central and defensive midfield, you can hold Liverpool to standstill, the unfortunate thing with Leverkusen this period is the fact that, one of the foremost strikers Victor Boniface is out injured, but nevertheless it will surely be a tough game.

I also think so because Liverpool will not let Leverkusen win easily at Anfield, especially since this is a match in the Champions League where every team will implement a pretty powerful strategy in order to win and I believe Liverpool still have the strength and mentality to beat every opponent who comes into Anfield this season. So Leverkusen have to be very careful with Liverpool in the next match and if Leverkusen can get one point in that match, I think it will be a surprise for them because I also don't think Leverkusen will win there.

If this fixture was to happen last season I would say Leverkusen would have been the favourite to win, because they were crushing every obstacles along their way last season. But this time they have declined a bit, they don't have the mentality they had last season anymore, so Liverpool are going to win them. There are some stadiums in Europe that are sacred and not just every team that can get a win there and Anfield falls into that category. Liverpool and Leverkusen are not playing very bad at the moment, but for the fact that this is champions League and Liverpool are playing at home. And the fact that liverpool has been running the show for long time now in this competition give them the advantage. Leverkusen are new cat here, they can't just walk into Anfield and expect to get a win there, there's no way that is happening.

Against Bayern Leverkusen would be tough because Xabi Alonso is a tactical genius, I expect them to share the spoils.
