few years ago I bought some ultracoins at Yacuna.
Yacuna closed and therefore I transferred my coins in paper wallets.
Has somebody an advice how I can check the paper wallet credit and get the coins back to an online wallet.

Download the wallet: http://ultracoin.io/dl/Ultracoin.zip
Install/Open the wallet, let blockchain sync (Keep in mind its going to take forever before it opens, mine literally took like a week)
Then click: Help> Debug Console > Console
In the console type:
importprivkey *ENTERYOURPRIVATEKEYTHATISONYOURPAPERWALLETHERE*

Got it. 8 connections now, 100 days or so behind blockchain just downloading slow. Just bought 40,000 more UTC and requested withdrawal from cryptopia in anticipation of the fork

Maybe your internet connection is too slow, try sending from another computer if the problem persists. Cheers!
Might be because you're trying to combine too many utxos. Try using coin control and selecting a smaller subset of utxos and see if that works. I find with some other wallets this error will occur if total number of bytes for tx exceeds 100,000 as shown in coin control window.
