I subscribe to the opinion that now is the most suitable time for investments in the Altkoy. I watch the markets for 9 months. Such low prices for this time yet was not. But you need to carefully choose coins, in which it is worth investing money, since most coins will still not grow

Yes good thinking and you can try to invest a little amount where you can start and try to figure out how you can gain profit on it by trading on it when market price is high and hold when market price is low or invest again with profit you were able to get in those trading. 
As for me,there is no reason to wait something. 200 bln marketcap is exactly what I've been waiting for a long time and wait more is risky,because bull run can start right now.
So I prefer buying now and if you have extra cash,then prepare it for negative outcome in order to buy more crypto for reasonable prices.

I think in my own humble opinion this is the best time to invest in crypto because it will turn green as usually, I know many people are selling because of FUD but I bet you everything will be alright soon. The present situation is not new, so buy now.

You invest now until the market is all red. It's the best opportunity to buy all altcoins that you want until it all red. Because you know the trend after the market goes down it will recover and all your altcoins that you are holding will increase its value. But make sure that all the altcoins that you will going to buy is a good buy. It has potential when the market recovers. Many predictions that for the past few years market will recover during the last quarter of the year. It eill go green again. And your profit will be double.
