If that is highly dependant of the projects. If the project is indeed very good. You sure will be successful and hardcap. Then I guess it doesn't matter even should buy when the ICO. Because later in market price will be expensive. So while there are on the market, then you're ready to sell with prices are expensive.
Yes sometimes the ICO does not provide guarantees to investors that the ICO project will be successful. And nowadays many people investing in crypto and daily trading profit can be obtained per day.

I agree with you and I can't blame the investors that don't buy at the ICO stage due to most coin team not fulling their promise. But despite that there are still good altcoin worth buying during the ICO level. An example MozoCoin and it already partner with Gianni Versace, Wanda group etc.
Today is very dangerous to invest in many projects because a lot of scam so I don't want to take risk and invest in ICO.
I think it all depends on the coin and the campaign, on how successful the campaign was. If you research enough on the project then you might be able to tell whether a campaign is going to be successful and when it would actually be. If it takes time for it to implement its platform then buying in the market is the best way to earn from it.
From the little experience i have, buying at the market is better than buying during an ICO. When you buy at the market, then you are sure that you will one day be able to sell them just as you bought.Some icos may not be successful.

During the bear market , it may be sensible to buy little during ICO token generation and sales event. Bear actually take out confidence out of investors as day easily sell there token in panic which create opportunity for smart investors to buy cheap.
ICO gives you the best possible price for the token. Also if you have enough money you can think about private sale or pre-sale.
It is all different in every ICO. Some ICOs have so big potential that you will never ever see them on ICO price again and some of them will go under ICO price, even very far and it is up to you if you believe in this project if so, you will buy more, if don't you will hodl or sell.
Each person's investment way is different, but I think the ico risk is less than the risk of buying in the market, because at the time of investment ico you can investigate ico project, rather than blindly investment.
You are right mate this because many are afraid to become the victims of scam ICOs. Even I should sometimes choose to do that than invest in an ICO.
I think that mostly depends on the market situation, when the market is bullish, almost all recently listed tokens grow just like mushrooms after the rain.
The answer to this depends on the coin or project itself, some coins will give you better yield if you purchase during ICO and some in the market, but you need to understand what the coin or project is all about to make a good decision.
I noticed that many investors were afraid to buy during ICO because their reason they are cheaper can be bought on market. Especially when they found out that a large percentage is allotted in the bounty program. Many Bounty Hunters immediately selling token/coin even lower than the ICO price.

Strategy is the key to success if you don't want to risk your invented money in an ICO that is not yet successful. But still depends on how you plan to gain than to loss your invested money. You need to think on how you invest because not all of the ICO are successful there is still some ICO that is a scam and ofcourse, there are ICO that are trusted in the community. It's wise to buy tokens that already in the market than risking it in an ICO.
It all depends on project, team and their marketing approach, if the projects has a very good reviews even bounty hunters will not dump it because some of them will know that the token will worth keeping. Bounty hunters knows what they are doing
