Personally, I suppose it depends on potential of project and its popularity. Some ICOs are hyped a lot and have very big ratings so you won't be able to buy it at lower price during market trades. Even if the whole market is falling. But there are also many unpromising ICOs. So you should buy their tokens during market trades or shouldn't buy them at all.

I noticed that many investors were afraid to buy during ICO because their reason they are cheaper can be bought on market. Especially when they found out  that a large percentage is allotted in the bounty program. Many Bounty Hunters  immediately selling token/coin even lower than the ICO price.

It depends on the potential of a project. If it has a successful ICO, has the good review by the community I think you can not buy their tokens with a cheaper price on exchange site. Bounty hunters are smart guys, they can realize this.
For me it is better to buy tokens when its already in the market because sometimes during the ICO there is scamming that is happening although not always happening but it is true. Hassle if that happened. Lost of money and time if happened.

If you have done you research and you know the project will succeed then investing during ICO or even before that as an early adopter is best because then you can get lower prices and possibly some extra bonus.
