There is not any point in reducing the minutes played in order to protect the players.
If they will be about to get infected this can happen from the first minute of the match and not only in the last 15 minutes.

You dont get it, it could be because they are trying to preserve the stamina of the player.

Those players are going to play a hell lot of games to finish the league on schedule therefore they are trying to preserve some stamina and also the weaker you are means the lower your immune system is so higher chance for the player to get infected . These could be just my assumption but it could be their consideration as well regarding the world is still on pandemic

The point of that rule is to not preventing players from the virus, but to make them not so tired after the game. A tired body has higher risk to get infected. I think reducing 10 - 15 mins of play time is fair enough.
It also makes sense to reduce the time of the match to avoid players who are exhausted to avoid being infected by covid-19.
But have the rules been decided by the EPL officials? and how to react with others with the rules of this matter?
Regarding the match time, the main issue here is broadcasting deal. If all games played early at the same time, then it will be less profitable for the broadcasters. E.g. if Liverpool vs MU and Chelsea vs City played together in same time, surely people will just watch their own fave team. But if they played in different time, there is a high possibility all football fans watch both games.
If a big team plays at the same time surely the audience will prefer their favorite team because that's what they want to see, like me if Liverpool play with other big teams then I prefer watching Liverpool because I like Liverpool with its rich game, on the other hand I also want to see the EPL team compete so it will be difficult if you compete simultaneously.

Precautionary how? If they're trying to prevent the players from getting in contact with the virus, there are better measure then this, so if a player has been playing for 70/80mins what's there that will be contacted in the remaining 20-10mins to complete the usual 90mins of played thay can't be contacted in the initial 70/80mins they played?.

Preferable, I'll say they should make all games to start very early since most part of the world are on lockdown and there isn't any much work ongoing meaning there's enough free time. Or playing all games in the afternoon hours isn't such a bad idea to prevent movement at night hours.

I think it’s likely that Newcastle could spend a lot of money, FFP is much more struct now though so they will have to be careful. You could be right though, 6-8 transfer windows seems possible.
Just money is not enough to be awesome right away. You could be decent of course, at least better than you were because now you have money, but that is just an increase, doesn't mean you are going to be suddenly challenging big teams. Look at Chelsea, when Roman Abramovich bought the team they became very huge, like seriously big, because he bought the team and suddenly injected the team with cash and since all of this fair play things, they are basically having hard time, they were still fourth but wasn't buying all the world famous players like they did.

Newcastle could be top 7-8 easily with money, but that's it, they are not going to be top 3 anytime soon, even if they do, that will probably take 3-4 years to reach there to get all those players to newcastle.

Ok I didn't say that the buyers from saudi arabia has given up but that the process is not yet legally finished.
Nevertheless, this fact itself that Newcastle are planning such costly reinforcement tells me that the new owners are certainly coming.

The whole world is in a mess right now because of the pandemic so things could be not as expected as it was. Some mediocre team might not be signing many player that they were expecting to sign because of this

unless its all just on paper dollars.

Paper dollars (?) , Nah I dont think some player will be accepting that kind of term because it really puts them in disadvantage if suddenly something bad happened to the club and they really got no further investor

it is good to know that another club in EPL will be able to battle for the championship, can not forget Newcastle from Shearer era, it was a great team to watch, hope that they will be the same again, although would like to see that without Saudian money, but what the heck, will be interesting, nevertheless

It's just that the news will not completely occur, but it might be because this is an emergency situation where the player shouldn't be long in the field for fear of unwanted things like being infected.
I dont think the news can be trusted and credible with the assumption that every player who is played during a match is the one who is really healthy and not infected. Even before the match starts, the players must have a health test when they undergo training and it will be done routinely by each club.

Although prevention efforts will be done as well as possible, but reducing playing time for the players is not a good decision and can also cause problems that are not optimal team performance.

There is a lot of news about time cuts during matches I don't think that will happen because football matches will always play for 90 minutes it's a more normal time.

It's only news and not an official one. Well it could happen as I have seen some leagues going on 70-80 mins recently (can't recall now) but given the situation they are in I think they could do so since they want to conclude the season quickly as possible but I think that is the last thing that would want. 90 minutes a game is perfect .

If it were me I would rather opt for substitutions to be increased over decrease in game time.

But I'm sure the players will feel less satisfied if they play with 70-80 minutes, and the team also if they experience defeat then that time feels less than the maximum.

Some news are either based on assumptions or some insider information. If it is based on some insider information then maybe it could be some consideration by the top brass right now. Until then, we could only wait for the official news regarding that

However if you look into the consideration that the league will be played while the country is still in pandemic then it is make sense to not let the player too tired. Even if they keep on substituting their players then at some point , the substitute player might not be able to pace at the same rate with main player

But it's also normal that at this time of the year(May)the league should be on and on the brink of finishing, the champions league and FA cup should be in their semi final stage I think so, but they are not, there is no football at the moment and that means that right now things aren't normal. A cut in the normal ninety minutes duration is something we haven't witnessed before, but if the FA include it in their precautionary measures, then I would not be surprised.
