Telegram never associate with fraudster, since telegram is a free software and you even by business company as a tool for communication,
ico uses also telegram to gather supporters and updates for their company, since its free even those bad people are using it for their advantage
since telegram can't stop them to create group, for their wrong doing, telegram has nothing to do with the scamming

I think that is because many people now join in a telegram. And many projects need the participants to join telegram, too, so the scammers want to take advantage of that. They invite many people who already use telegram, and they got so many potential targets to steal their money as we see that many people have become their victims. I think the crime in the telegram still happens, but we don't know that because the scammers will always find a way to trick people secretly.

Your title contradicts your position in the OP. You were definite on it in a declarative mode unlike your subjectivity in the post. The body post is the way to go and to that effect I know scammers aren't only a Telegram problem. In 2017, I nearly got scammed in a WhatsApp group by a bunch of crypto criminals when I was setting off as a noob in this industry. Going forward, scammers are everywhere. We just have to prevent them by not falling for their antics through our greed. 
I think you cant blame telegram if many scammers on that app. There is many scammer on any app like whatsapp, line and etc. So, the problem is the scammer. Maybe telegram already make a move to prevent scam activity on their app but the number is high. In the end we need to be aware of scam attempt.
We can report the ID of the scamer and the telegram can tag them. But honestly, they have prevented a few scammer from their application. Every day, dozens of messages from scammer trying to trick me and add me to fake groups. The problem here is that there are so many people becoming scammer in the bear market

agree with some lines above , scammers are everywhere en when it is about talking about crypto and other money-related chatting platform you could aspect that there are also scammers but i don't think that telegram itself is scamrelated , it is just how you deal with the platform , everywhere are honest and bad people
Well, when there are too many bad peoples using telegram, it simply becomes a stigma and other just more cautious. Sure that telegram is just a tool but generalized, stereotyped is just how some people use to cope. I think it's just a matter of life.
It is just because of dishonest people, do you guys remember Discord it is also a group chat software like telegram and it was widely used before telegram got the major acceptance and everything moved to telegram, one of the main reason for the fall of Discord was also fake accounts, pretenders, scammers, hackers and greedy people that tried to steal others money.
Not a mistake of Telegram man, fraudsters tend to " grow " into any environment that have bigger chance for their scam to succeed. Since Telegram gather the majority of cyrpto groups it's normal to see them there. If crypto groups merge & gow bigger in other apps (WhatsApp, Discord,... whatever) you'll find them there too.

There are many ways to get scammed on telegram but the fact is you always get messaged first, to avoid this go to user account settings and block all incoming messages, you won't get any messages from strangers unless you text them first
And those too good to be true promises they are the one who are continue soing a lot of scam using telegram.Also dont be trap to exchange and gambling website scam that they can make you win or they can give you balance to your account but i lt cant widraw unless you deposit xxx minimum . Simple. It's because there are lots of telegram users who are seeking for easy money. That is why scammers see telegram as an opportunity to run and attract other users for theire giveaways. Personally, I have encountered so much telegram style which is unconsciously scam.

And many more. Be careful whom you talk to in telegram also. Most of them are giving some referral links or other url's that might be a phishing link.
I think the only way people fall pre to scammers on Telegram is when they don't know how to use it, for starters I set my Telegram so I don't get added to groups without knowing, and for every group I am in, I join freely and have made a discipline that for any issues I will have, only the Admin will I message for solutions or information
