To me, this is hasty generalization. There is no platform that is totally pure itself, there will always be some bad eggs on every platform, though there could be higher rate of it on telegram because of some functionalities such as BOT that permits such. Whenever there is something good, bad things also exist there. Most people use Telegram for scamming others because people are able to edit their usernames to look almost the same as the ones they want to impersonate. If you are not smart enough, you will not notice.
I think we can avoid scammers by setting the privacy of our telegram account or you can block the scammer directly.
yes I do that because when I used telegram I was invited to several crypto groups that I didn't know, many users who received services to invite many people to have many members in the group.. I also report some suspicious people (via PM)

Although it doesn't look good being in the midst of fraudsters but yet there is little a person can do than to be careful and be safe; starting by being careful of those you chat with such as checking username etc while knowing it is easy to mimic, copy or clone an original person, group admin or even friends.
