Due to its anonymity! It is a heaven for fraudsters because nobody knows who are you, so isn´t it easy to scam someone else? Only what you need is phone number and nowadays you even don´t have to have physical simcard for it.
Telegram is a communication application that is lightweight, fast, free and speeds up the process of sending messages to each user. Regarding your statement about the scamer and so on in the application it all depends on you, if it's important you respond if you don't just leave it. This just my opinion.
I think that scammers will be on any social network but in a telegram their number is higher. They will get more money in a telegram because of the rather cheap advertising in other channels. I have seen such an ad many times, so this is my point of view
