Telegram has nothing to do with scammer. They are a social media application and the are a free to all except you go against there rules and get banned or suspended. Scammers only use the app to get victim. But telegram has guide lines that can help you lower your risk to scam
telegram is the most popular messenger and its decentralized and anyone can use and create account easily .thats why scammer in crypto world always try to scam people.by the way if you are sensible person then you will never fall in scam

So who are you going to blame for all that is happening, are you going to blame the cryptocurrency community as a whole or you will blame those who are now misusing it? Telegram was created with a good purpose in mind, it's left for you on whatever you want to do with it.
Scammers want to use every way, to scam any kind of medium using scammers, not just telegram. But yes, scammers use telegram more to scam. That's because most people in the crypto community use telegrams. So the scammer takes this opportunity. If someone gives you a pm on the telegram, then of course verify his username and other information before making any kind of transaction. The telegram full with scammers. But the telegram should not be blamed for this.

Can be a room for clickbaits as well, unfortunately. And telegram helds large group of people whom scammers wants to hit for, you know hoping that someone from those members/users would fell into a trap. Either way, whatever platform scammers were always present as long as target people would be in. There are frauds and scammers literally in every phase of life, bank frauds, credit cards frauds and the list goes on and on and that include the BTCitcoin market in the form of fake mining companies and shit projects in the form of ICO projects fake wallet providers and exchanges and what do you understand seeing the amount of scammers in different varied sectors, it is not associated with any specific sector, where ever there is an opportunity to scam and make money you will find fraudsters trying their hand and i am surprised that you are baffled by that 
. Be cautious what you deal and you will be safe, never fall for fantasy returns or illogical investments and that is the only precaution you can take.
Lack of security really takes the cake there. I mean think about it, you can go to any exchanges telegram group, change your name to "official exchange support person" or whatever and then you can message people and try to scam them.
Surely at this day and age, you are not going to convince all that many people to either give you their details, or even give you money, or basically anything, people are smarter these days and out of 1000 people you try to talk to maybe just 1-2 of them would really fall for it, but it happens and that is why it is a problem.
Plus, you can literally get as many people as you can together in a group if you want, then advertise fake stuff and pin them at the top and hope that some of them would click it, which is why its quite easy to associate it with scammers.

Greed is what makes people listen to strangers on telegram, fear those who PM you first, they have nothing to offer you but they are fully ready to take from you, when you listen to what they have to say is when they've get control of your mind
People easily believe in what people in telegram are being offered, I think it's something to do with greed, some scammers are using gambling with a big funds and giveaways that you need to deposit to be able to claim, and once greed set in without doing proper analysis and asking people here, they end up getting scam it always pay to ask.

I think that is a good idea, that is there is a report feature in this app because as a responsible user, we should report.
Some people just leave the channel but you are right, it's also good to care for the other users so they will not be scam, hopefully more people are willing to do that.
